Ljubljana was even voted the European Green Capital just a few years ago, commending the city on its initiatives to limit car traffic and promote urban green areas, public transportation and biking. Most Slovenians opt out of driving cars when it's not required and prefer to bike, walk or use the bus. Even when it's cold and rainy and most people back in my hometown in the U.S. would not dare to go outside if they didn't have to, many Slovenians are outside and unfazed by the bad weather.
