Most of them know exactly where the nearest bridge and metro station are regardless of where in the city they find themselves, making it much easier to travel through Paris and its banks regardless of the winds.
Since 2013, Paris has been working harder to adapt to the possiblity of major flooding and the city takes steps to make citizens aware of flood alerts. Parisian streets, tunnels, train lines and bridges are closed down when the water levels reach a certain height. Boats and water taxis are also halted if the water levels are too high for them to pass under bridges. Even works of art, like those in the Louvre, are moved if there is suspicion that the flooding could reach those buildings.
