A "built environment" is a term used to describe buildings, roads, infrastructure and other physical characteristics of a place that are not created by nature. "Infrastructure" is a word for physical structures like buildings and roads. There are a lot of skyscrapers and no untouched land.
Sao Paulo's built environment is very much connected to its climate. Since it is very rainy during the summer, it is important for the city to have roads, streets and structures that prevent flooding. Without properly designed features to prevent flooding, people would not be able to get around so easily and their buildings and homes might flood! Therefore, the way governments design their built environment is very much dependent on its natural environment.
In some places in Sao Paulo, the roads and infrastructure are very well designed, and in other places they are not. People who live on the outskirts of the city and do not have a lot of money often do not have high-quality flood-prevention roads, buildings and infrastructure. This is one of the many issues of inequality that Sao Paulo faces.
Designing better flood-prevention and climate-adjusting infrastructure is one thing city planners are always trying to tackle in cities all over the world. To me, it is very important to make sure that everyone can live a safe and comfortable life.
Although infrastructure isn't always perfect in all places of the city, people here seem to be more used to the hot weather than I am!
