I don't think the transportation used in Milan is connected to the culture, other than the fact that most destinations are walkable because they were created before the advent of modern, motorized transportation. However, Europe is more advanced than the United States in its progress to become more environmentally sustainable, so I'm sure that some individuals in Milan think about the impact of their individual carbon footprints when deciding whether to drive, walk or take the metro.
