I am working on a group project that analyzes a specific case of the Hong Kong government collaborating with an NGO and evaluating its effectiveness in addressing societal needs.The purpose of this project is to figure out how to enhance resilience and equity in government-NGO service delivery. The case my group is analyzing is called the “Three-year Action Plan to Help Street Sleepers (2001)”.
For context, after the 1997 Asian Financial Crisis, there was a drastic rise in unemployment and homelessness. The homeless population identified was primarily made up of younger educated people, and it became increasingly more visible as street sleepers began to enter popular tourist areas. Before 1997, the colonial government had no interest in addressing homelessness. In 1985, there was a movement called, the Street Sleepers Action Committee (SSAC). This movement helped raise awareness of the homelessness issue during a time where there was a lack of government policy and organized support.
