In 1987, the Coordinating Committee on Street Sleepers (CCSS) was created and set up under the Social Welfare Department (SWD) as a facilitator to increase the coordination of support activities for street sleepers. NGOs used political leverage to pressure the government to create more public services.
This project is interesting to me because I noticed that I have not seen many homeless people in Hong Kong compared to the U.S., despite Hong Kong being one of the most expensive cities in the world. There is a housing crisis in Hong Kong due to the limited space and high rent costs, which made me curious to know where the homeless populations go and if they getting the proper care. Perhaps, the government is good at hiding it? It is up for interpretation.
