Currently, I only saw this need in locations that had more people living there. The Italian community has this need because economic infrastructure moves really, really quickly in some locations and much slower in other areas. When you talk about roads, railroads, airports and electricity, these are only a few things that "economic infrastructure" includes.
Do you like to run? If you have person A who runs really quick, but person B who runs really slowly, do you know what would happen? There would be a big gap between the two people. This is similar to what is happening with the trash. Some places are finding ways to have a better trash system more quickly than others.
This need is being met in a few ways. First, many places are choosing not to use plastic bags in grocery stores. To carry your items, you would bring a bag from home or pay a small fee to use one from the store. Also, many streets have big containers outside. These bins can be used to throw away your trash. Each bin is for a different group of items. One bin can be for trash while the others may be cardboard, plastic or glass. By using these bins and not using plastic bags in stores, they help the environment and improve the waste system here.
