It is a lot more difficult for smaller communities to afford efforts for adaptation or prevention, so it's common not to see many efforts beyond personal adaptation, like putting towels in front of doors to prevent water from coming in, setting up buckets to catch leaking rainwater or sitting in the shade with a fan to beat the heat.
