In Kyoto, people primarily speak the Kyoto dialect of Japanese, a branch of the broader Kansai dialect. Even within the Kansai region, you can hear differences in grammar, vocabulary, and, especially, intonation—Kyoto speech differs from Osaka speech, which differs again from Hyogo speech. English is also spoken here, but not widely. I’ve met some Japanese people who are fluent, though most either speak a little English or none at all.
