This was important to influence every level of society with the 'party narrative,' that everything is fine and everyone should be happy with their lives. Of course, this was not reality, but shrinking a person's private life made it difficult to share private thoughts or have deep friendships.
As a result, private interactions are pushed out into public spaces. The Russian government has addressed these needs by providing play areas near every apartment complex, funding beautiful parks and theaters and promoting public cultural events to celebrate major holidays. Russian society also meets these needs through countless bars and restaurants, and anti-cafes which we've discussed before. The government is also contracting the construction of new, larger apartment buildings. As Soviet buildings are torn down, more modern apartments will fill their spots.
