Some people in the north zone of the city have running water, but people in the south zone may have just one spout for a few neighborhoods. Back during the Water Wars, the private business that people protested tried to make the collection of rain water illegal. Because of the protests, the business left Cochabamba, and today people can collect rainwater. They are still waiting for running water in every home, though.
