At this point in time, Bogotá doesn't have the funds to install a metro in the city even though that would substantially help the traffic problem. The popularity of buses as a means of public transportation isn't necessarily a product of the environment, but it certainly affects the environment. Due to the number of cars and buses constantly on the roads, as well as the many diesel-powered vehicles, the air pollution here is pretty bad.
