For both ways, you can add soy sauce or bean paste to the hwe for extra flavor. The San-nakji is prepared immediately before consuming so the octopus is no longer alive but their tentacles still have nerves that are causing them to move around. The octopus had a delicious marinade on it as well so you don't need to dip the octopus on anything.
My town is landlocked and surrounded by beautiful mountains so I believe the fish are imported from the coast. Many coastal towns like Busan or Pohang have lively fish markets with extremely fresh fish. Most were caught that day! South Korea has to import a majority of their food because of limited space and farming conditions in the country but fish are something they're able to provide for themselves so it is plentiful here!
