They speak Spanish in Valparaíso, and in Chile as a whole.
The Chilean Peso is the currency.
Since we are outside of the capital city, some products actually cost a little less. Water and food are a little cheaper, but are, in general, very similar in cost to those bought in Santiago. However, one of the main grocery stores in Chile is called "Lider" and this store is actually owned by Wal-mart!
Since I was so close to the sea, I decided to try some seafood. I ate some wonderful salmon and risotto (an Italian rice dish).
In Valparaíso, I listened to some music that was played in the hostel throughout the day. I also heard some people playing instruments on the street. Some people play music on the street for money or just for fun.
